CORE (College Opportunity Resources for Education) Philly Scholarship is a nonprofit program that unites funding from the School District of Philadelphia and the City of Philadelphia to award "last dollar" scholarships to high school seniors from Philadelphia public, charter, parochial, and private high schools. The scholarships are to be used during the freshman year only.

The Sallie Mae Fund underwrites the cost to administer the scholarship program and provides free workshops on financial aid and college preparation in-kind. The Educational Advancement Alliance underwrites programmatic support and postsecondary outreach support. The Philadelphia Education Fund (Ed Fund) processes and manages CORE Philly Scholarship applications.

Ed Fund processes CORE Philly Scholarship applications for its partners — the CORE Philly Scholarship Program, the School District of Philadelphia, and the City of Philadelphia.

The scholarship can only be used during the freshman year at the following institutions: Bloomsburg University, California University of PA, Cheyney University, Clarion University, Community College of Philadelphia, East Stroudsburg University, Edinboro University, Indiana University of PA (IUP), Kutztown University, Lincoln University (PA), Lock Haven University, Mansfield University, Millersville University, the Pennsylvania College of Technology, Penn State University, Shippensburg University, Slippery Rock University, Temple University, the University of Pennsylvania, the University of Pittsburgh, and West Chester University.

  • The participating institutions of higher education have agreed that if a reduction in a student's financial aid package is necessary because you are eligible for the CORE Philly Scholarship they will first reduce any loan amount first.
